Just what are HCC and their contractors Ringway actually doing?

This afternoon I visited Borehamwood and had to steer out of my lane several times to avoid huge potholes, there is one on the bridge over the A1 near the Holiday Inn which is very difficult to avoid because of the volumes of traffic and narrow lanes. It is possible that every vehicle that uses that stretch of road could be liable to damage, I would like to use the FOI on the amount of claims both registered and settled by Herts insurers on this one pot hole.

For example Your vehicle tyre could be damaged, but no defect immediately obvious for it then to blow out at 70mph on a motorway two days later causing carnage. If someone sabotaged a tyre causing the same outcome they would be prosecuted so why is this situation where the roads are dangerously out of repair allowed to continue.
