Incident at Welham Green

Driving up to Welham Green today and there are massive tailbacks and unexpected temporary lights at Welham Green A1000 roundabout in all directions.  I asked at a local store what was with them and they just said their was an incident but didn't know much more. I was just wondering what was going on.  It also sounded like the police were involved. Or is it roadworks?  If so why?

Everyone who used the road last night was delayed because those carrying out the works couldnt be bothered to steel plate the excavation and remove traffic signals and let traffic move freely. This to save the contractors a couple of hours everyone else has to suffer.
