Wheelie bin waiting zone

Can anyone explain the reason for the wheelie bin waiting zone outside Brookmans? 
The Brookmans Park Newsletter has been supporting the village and our local community since 1998 by providing free, interactive tools for all to use.

Are these the bins from Green Close ?

I believe the flats are shortly to be demolished so presumably the council wants their bins back.
