Sewage running down a local byway, swallow holes spreading near a footpath, and footpath misuse by gangs causing damage & harassment to residents - just three of the issues currently being tackled locally by Hertfordshire's Public Rights of Way Service.

It is interesting to note comment about sewage and HCC to' speak to Affinity Water'. Sewage in this area is managed by Thames Water and has been for decades. Affinity Water is a fresh water supply company. It is concerning that the authority managing our highways doesn't know the difference between fresh water & sewage and who should be contacted.

We pay our bills to Affinity even though as you say, sewerage is provided by Thames.

Perhaps it's just that - Affinity are the point of contact ?
