Is a 40 mph limit for countries roads a good idea?

According to the BBC:

Speed limits: 40mph plan for country roads
The DfT says 68% of road deaths in Britain in 2010 took place on rural roads
Speed limits on many rural roads in England could be cut from 60mph to 40mph under government proposals.

Good idea?  Bad idea?

Good idea - 40mph is too much on some of the country lanes around here

Bad idea

Just saying blanket speed limits to apply across all country roads is far too simplistic.

Firstly, what is a country road ? Location ? Classification, eg A road, B road etc ?

For example, West End Lane going to the Candlestick probably can't be safely travelled at 25mph. let alone 40mph. So let's allow drivers to use their judgement and make decisions based on the conditions like at present.

Even if a law / limit was introduced it would be almost impossible to be effectively enforced

There are definitions summarised and offered in a link in the article (embedded below).

Under the plans, which are open to public consultation, a reduction to 40mph should also be considered where there is "substantial development" or where there are "a considerable number" of horse-riders, pedestrians, cyclists and motorcyclists.

A reduction to 50mph would be considered for "lower quality A and B roads" with "a relatively high number" of bends or junctions and where mean speeds are already below 50mph.
